A heads-up for international students, US Consulates are making people pay to call or email for information about visas, putting another obstacle in the way of students who want to come to the US.
According to Inside Higher Ed:

According to a report by the Kauffman Foundation, restrictions on visas may cause a reverse brain-drain. American research benefits from foreign researches invite to work in the US. According to the report, in 2006, foreign residents of the US were named as inventors or co-inventors on 25% of applications for international patent applications coming from the United States. Thanks to Inside Higher Ed for this one. The Council of Graduate Studies has noted that applications from international students for graduate study in the US has increased by 8% from 2006 to 2007. However the increase in international applications from 2005 to 2006 was 12%, so the growth is slowing, and all this comes after years of decrease in international applications, presumably following the events of September 11th and stricter visa regimes.
